California’s Zone 0 defensible space law (AB 3074) requires non-combustible or fire-resistant materials within 5 feet of your home if you’re in a Very High Fire Hazard Severity Zone. For most San Diego homeowners in affected areas, that means wood and composite fences attached to the house need to go. Vinyl fences have a conditional exception: they can stay if positioned perpendicular to the building wall and at least 5 feet from any door or window.

What Is Zone 0 and Why Does It Affect Your Fence?

Zone 0 is the 5-foot perimeter directly around your home, the area where embers are most likely to ignite a structure during a wildfire. California created this zone through AB 3074 (2020) and SB 504 (2024) after research showed that embers, not direct flames, are the leading cause of home loss in wildfires.

If your property falls in a Very High Fire Hazard Severity Zone (VHFHSZ), anything within that 5-foot Zone 0 buffer needs to be non-combustible or fire-resistant. That includes fences, gates, arbors, trellises, and any wood structures attached to the house. Vinyl fencing has a conditional exception: it can remain if the fence is perpendicular to the building wall and at least 5 feet from any door or window. Vinyl that runs parallel to the wall, or within 5 feet of an opening, must be replaced.

The state compliance deadline for VHFHSZ properties is January 1, 2027, and January 1, 2028 for High fire hazard zones. However, the City of San Diego and other local jurisdictions may adopt their own timelines or additional requirements. Check with your local building department for the most current schedule.
